Introduction of STIRI

 

Technological and Economic Information Research Center of China Railways, founded in 1958, is composed of the following departments: Information Study Department, International Department, Tiexin Database Center, Editorial Office of Chinese Railways, Tiexin Exhibition and Convention Center, Audio and Video Making Department, Scientific and Technological Information Retrieving Office, Scientific and Technological Achievements Office of MOR, Library of China Academy of Railway Sciences (CARS), Publishing and Issuing Department.

 Over the past 40 years, based on the needs in reform and development of China railways in different stages, Scientific and Technological Information Research Institute (STIRI), MOR has rich achievements on the information research of railway transport operation and management, heavy-haul, high-speed railway, speed improvement and safety, and has exerted a leading role in information service and study. In the building of information resources, STIRI has established a database framework primarily supported by China Railways Scientific and Technological Literatures Database, Oversea Railway Scientific and Technological Literatures Database, MOR Scientific and Technological Achievements Database and Railway Patent Database, which on the whole become an information issuance base with the most abundant resources of railway scientific and technological information. In   editorial and publishing area, with the main medias of Chinese Railways, Chinese Railways (English Edition) and Modern Urban Transit, STIRI has made great effects in publicizing China railways, popularizing railway scientific and technological knowledge and enhancing railway consciousness of people. STIRI manages railway scientific and technological achievement and periodicals for MOR. As a scientific and technological retrieving institution recognized by PRC, STIRI provides timely and accurate information consultation for the scientific and technological innovation of China railways. By holding a large quantity of domestic and international seminars and exhibitions on technical exchange, STIRI has created some internationally well-know exhibition brands, such as Modern Railways.

 

History of STIRI

November 1958, Scientific and Technological Intelligence Research Institute of China Academy of Railway Science (CARS) was set up.

March 1963, Information Division of Scientific and Technological Committee, MOR was withdrew, and handed over its work to Scientific and Technological Intelligence Research Institute of CARS which meanwhile changed its title to Railway Scientific and Technological Intelligence Research Institute, MOR.

January 1972, Railway Scientific and Technological Intelligence Research Institute, MOR and Scientific and Technological Intelligence Research Institute, Ministry of Communications merged and became a new Scientific and Technological Intelligence Research Institute, Ministry of Communications; On February 1975, these two Institutes separated and resumed their own titles before 1975 respectively.

October 1993, Railway Scientific and Technological Intelligence Research Institute, MOR changed its title to Scientific and Technological Information Research Institute (STIRI), MOR.

In 2000, with CARS entering into the market, according to the spirit of prescripts from central government and MOR, STIRI was defied as a railway scientific and technological information center with professional skills and denominated as Railway Technological and Economic Information Center, at the same time keeping the title: Scientific and Technological Information Research Institute (STIRI), MOR.

Main Functions: collecting and processing railway scientific and technological information resource, developing network and database, providing services on documents referring, database retrieving, scientific and technological project consultation

Business Scope:

(1)         Collecting and arranging information concerning CR and overseas railways from books on science, technology and economy, periodicals, scientific and technological reports, essays, records of meetings, roster of companies and enterprises, product samples and reference books, providing service on borrowing books for reading, consulting documents and coping material for clients inside and outside of railway industry

(2)         Developing Railway Scientific and Technological Information Database, Railway Hot Topic Database and various railway statistical databases

(3)         Developing and safeguarding Railway Scientific and Technological Information Website

International Department:

Main Functions: providing professional translation service for railway industry

Business Scope:

(1)         Providing oral and written translation service for conferences, negotiations, bids and visits to foreign countries

(2) Editing Chinese Railway which is the only English language periodical in CR; providing the latest technological and economic information; introducing reform and development of CR to foreign countries and popularing CR, promoting CR’s opening up to the outside; developing CR’s international cooperation and communication with foreign countries

Scientific and Technological Achievements Office of MOR

Main Functions: Managing scientific and technological achievements for MOR

Business Scope:

(1)     Under the commission of MOR, handling register, formal examination, technological examination and reply of appraising projects originating from Applying Department of submitting institutions of MOR, normatively numbering, arranging, collating, printing and issuing Appraising Certificate of Scientific and Technological Achievement;

(2)     Handling register, formal examination, material arrangement and report to national awarding department of the achievement applying for National Awards for Progress in Science and Technologies, National Awards for Invention and Awards for Natural Science

(3)     Material arranging, filing, certificate issuing, bonus distributing of appraisal and awards of scientific and technological achievement; daily managing register, statistic and analysis of railway scientific and technological achievement

(4)     Establishing Railway Scientific and Technological Achievement Database, Professional Achievement Appraisal Database and information network; providing service on business training, information exchange and consultation about scientific and technological achievement management
